Planning & Zoning staff provide professional guidance in planning for the future of the Town and promoting the health, safety & general welfare of the community.
Planning & Zoning staff provide the primary staff support to the Planning Commission, Historic District Review Committee, Board of Zoning Appeals and Streetscape Committee in addition to providing support to the Town Council and other Town committees as needed.

Zoning Map Amendment application
Planning services include:
- Long-range/Comprehensive Planning - provide support to assist the Planning Commission in its periodic review and preparation of the Town's Comprehensive Plan. Support includes: visioning for the physical development of the Town; establishing goals and strategies; analyzing demographic data, land use, transportation, and community facility patterns; projecting future trends; developing scenarios for future development; assisting the Commission and Council with selecting alternatives and implementation of the Plan
- Current Planning - process Site Plans, Special Use Permits, Zoning Map Amendments (Rezonings), Subdivisions and Boundary Line Adjustments, Zoning Text Amendments and Subdivision Ordinance amendments
- Transportation Planning - assist Council with establishing and prioritizing road and sidewalk projects; coordinate with Loudoun County, VDOT and other agencies to identify funding sources; coordinate with professional engineers and VDOT for design review and approval
- Historic Preservation - assist the Historic District Review Committee; process Certificates of Appropriateness for work in the Historic District; maintain and update the Historic District Design Guidelines and the Middleburg Historic District Survey; serve as the Certified Local Government liaison
Zoning services include:
- Zoning Administration - interpretation, enforcement and administration of the Town's Zoning Ordinance; issues Zoning Determinations
- Permitting - review and process Zoning Location Permits, Zoning Occupancy Permits, Sign Permits, and Certificates of Appropriateness
- Enforcement - conduct field inspections to identify zoning violations and investigate zoning-related complaints.
- Information Services - maintain the Official Zoning Map; coordinate with Loudoun County to maintain and update the street addressing system; prepare, maintain and distribute reports, Ordinances, guides, maps, and drawings
